Bell Review

Reform or Replace the WHO

Action on World Health has launched a major review into the WHO. A working group of 9 experts, including former WHO and United Nations officers and advisors, will recommend proposals to either radically reform, or replace, it.

Led by Dr David Bell, a former WHO medical officer and scientist with a background in international health foundations and philanthropic institutions, the working group will examine how an international health organization, jointly controlled by Member States, should operate to most effectively address global disease burdens and priorities. It will then determine whether such reform is feasible, given the WHO’s current approach, and suggest what other structure might serve the international community instead.

The Approach

The ‘Bell Review’ will base its approach on established best principles and practices for international public health to examine how the WHO currently operates and generate a set of realistic and feasible recommendations to either improve it, or create an otherwise appropriate body. The Review will take place over two phases, with the first reporting in Spring 2025, and the second reporting in Autumn 2025.


The Working Group

Dr David Bell has assembled a diverse and expert team from the fields of academia, public health and international law, who are passionate about the world’s health but concerned with the direction of its institutional structures. They believe that the WHO should reflect the will of sovereign individuals, communities, and the national governments who represent them – instead of imposing its will on them.
